This book recounts the story of a young boy and his grandfather who go surfing at the beach whilst making seal friends. The s106 contract solution outlined above is an option where the risk of non-completion outweighs the risk of a challenge based on invalid execution. It would still need to be sealed by and in front of the proper officers, if that is what the constitution requires.

A delicate and sentimental picture book about surfing with seals, featuring (as not many books do) a disabled boy as its main character - although this is not mentioned or brought attention to at any point, regularising and normalising having a protagonist with a disability. Michael has worked on magazines, book jackets, animated films, TV adverts, and even for the police, sketching criminals described by witnesses. I enjoyed reading this book because unlike other typical children's books that have obvious messages and narratives. Although the concept of an electronic seal does exist, it is unlikely to be a permitted method of execution within the LPA's constitution, though of course once the councils have their annual meetings under the new regulations this is exactly the kind of change they could make.I feel it would give comfort to children who may have a physical disability to know that they can enjoy sports too. What I love most about this book is that the fact that the child is in a wheelchair with an adapted surfboard is hardly noticeable and I personally didn't notice until the end. If a s106 agreement is not executed as a deed and it is executed as a simple contract then it would not bind successors in title, but it would take effect as an agreement to enter into a s106. It also has the main character in a wheelchair which shows inclusion and disability and how he can still do the activities he wants such as surfing by using an adapted board.

Walking on the cliffs with his grandfather in spring, the boy witnesses the seal's birth, watches its growth, and in the summer is rescued by it when surfing. This book could be used at most primary ages to introduce children to the concept of physical disabilities ready to welcome a new child to the class who may have a physical condition. Where the seal is inaccessible it may be possible for the council to amend its constitution for a temporary period via a virtual meeting to replace the corporate seal. A unilateral notice could also be entered on the title by the LPA to give priority to the s106 contract. SEAL SURFER is an example of a book that features a child with a disability, but this is not the main focus of the story and it goes unremarked upon in the text.

Despite his disability, the boy is a keen surfer, and he enjoys many afternoons surfing with the seals.
